MMGMA Testifies Before Senate Committee to Address Health Care Reform

MMGMA Government Affairs Committee (GAC) Chair Lisa Belak testified on January 11 before a new state senate committee developed to address health care reform. Belak discussed the realities of price transparency for medical clinics before the bipartisan Senate Select Committee on Health Care Consumer Access and Affordability. Launched in July 2017, the committee is chaired by State Senator Scott Jensen (R-Chaska) and is tasked to create a health care reform bill for the 2018 legislative session. Belak shared information about how providers are supportive of price transparency but that they often don’t have the data to provide the answers patients are looking for, and are sometimes contractually prohibited from sharing certain information. A new approach was offered in testimony to place the responsibility for price transparency on the entity that holds the data (i.e., providers for someone who is uninsured or paying cash, commercial payer if that is the policy/coverage someone has, or the government if the person is on a government plan). Belak also emphasized that the Minnesota All Payer Claims Database could be a useful tool to increase price transparency. Payer Relations Update: Jan. United Health Care Meeting

The Payer Relations committee met with United Health Care on January 9, 2018. Attendees included Steve Gerberding, Mike Brendalen, Mike Foley, Marcy Jablonski, Gary Pelletier, Greg Maurer, and Mark Franklin.

One important highlight from this meeting was United Health Care stressing that they want to be engaged with providers in Minnesota, and especially want to work with MMGMA. Their goal is to first open up a network that is available to most providers regardless of cost/location. UHC’s position is that it will take a year or two to be able to apply metrics that will then form a cost/quality network which will be more narrow in scope (similar to those that have been popping up with other MN payers).

There was a lot of discussion about how United Health Care coming into the MN market will affect their relationship with Medica. UHC acknowledged that UHC and Medica will be competitors. However, UHC stressed that they expect to continue certain relationships with Medica. One of these relationships will be Credentialing. UHC hopes to make the process for providers “seamless” and part of this wish is to continue Credentialing as-is. Next, United Health Care stated that they CANNOT look into data from Medica to determine Networks, rates etc.

United Health Care also stated that they are upgrading their Provider website. One of the additions to this includes the ability for providers to actually track appeals in real time – saving time spent on calling UHC to check status/receipt of appeals. This function is currently available on the UHC website.

Finally, United Health Care has requested that MMGMA participate in a committee to include representatives from other groups/organizations. The hope from UHC is that this will ensure that MMGMA and UHC continue to have a dialogue and show that UHC values MMGMA’s voice. As this would include certain requirements for anyone that would be interested in serving on the UHC committee on behalf of MMGMA, further discussion is needed before a decision is made. The Payer Relations Committee will continue to meet with UHC in addition to this role.

Each MGMA will alternate hosting webinars, but you will be able to find information and register for all of them as they become available on the MMGMA website. The first two online events will take place in January and February, and you can watch for more info to come soon on an event for March. MMGMA, WMGMA, and IMGMA members can register for free; non-members are also welcome to register for $25.

March is fast approaching, and that means the MMGMA 2018 Winter Conference is almost here! Early Bird pricing ends in less than two weeks on Feb 5. With three new breakout tracks introduced this year for Human Resources/Marketing, Finance/Revenue Cycle and Information Systems, we encourage you to invite managers from your organizations who have responsibility for these areas to join us.

Then, jump into the conference with lunch and a compelling keynote by Lou Carbone of ExperienceEngineering.
