MMGMA Fun Fact

Founded in 1951, Minnesota Medical Group Management Association (MMGMA) roots reach as far back as 1890 with the birth of group practice in southern Minnesota. The first meeting of the National Association of Clinic Managers in 1926 addressed problems of clinic administration.

 

What's New?

Free advance care planning sessions for patients and families, beginning March 10.

From March 10 to October 27, your patients and their family members may register for one of 13 free advance care planning sessions. Held in Edina, the sessions are a population health initiative of Fairview Physician Associates Network. Trained advance care planning facilitators lead the 90-minute programs, offered during morning and afternoon time blocks. Learn more and register at FPANetwork.org/ACP.

Medicaid Parity Payment Update

Many clinics have recently received letters from health plans regarding the Medicaid Parity payments.  As a refresher, claims paid for the years of 2013 and 2014 for certain primary care services to Medicaid patients were supposed to be paid at the Medicare level. This was a federal incentive to drive more money into primary care services.

Often times, those payments were done as a lump sum payment by the PMAP payers to clinics. We’ve seen examples where the 2013 parity payments were made as a lump sum in December of 2014.

Recently, the plans received information that the formulas were flawed.  DHS recouped money from the PMAP plans related to overpayments on the parity lump sums.  PMAP plans are now trying to recoup these dollars from clinics.

In Minnesota, we have legislation passed in the 2009-2010 session that only allows health plans to recoup payments made in the previous 12 months, with few exceptions.  Here is the language:

Minnesota Statutes 62Q.75:

Subd. 4.Claims adjustment timeline.

  1. Once a clean claim, as defined in section 62Q.75, subdivision 1, has been paid, the contract must provide a 12-month deadline on all adjustments to and recoupments of the payment with the exception of payments related to coordination of benefits, subrogation, duplicate claims, retroactive terminations, and cases of fraud and abuse.

Questions have been raised regarding whether the attempted “take back” of funds is allowable under the statutory language cited above. MMGMA continues to seek clarification on this issue and will share this with our members in the near future.  In the meantime, we recommend clinics consult their own legal advisors on this matter. We advise clinics to work with the health plans to understand the payment methodology used and to request supporting data in order to reconcile the payment discrepancy. Day with the Payers - Another Successful Event

The 2016 Day with the Payers event was very successful, with a turnout of more than 200 MMGMA members. Nine payers presented on a variety of topics in response to questions submitted by MMGMA members. In addition, representatives from the Minnesota Commerce Department gave an overview of the department, how the department interacts with the health plans, and how providers can interact with the Commerce department. The Government Affairs Committee also provided an update on the 2016 legislative session.

Legislative Update

Minnesota’s 2016 legislative session is in its final days. The MMGMA lobbyist team (Messerli & Kramer) has been posting weekly updates on the VoterVoice website for members to follow. The most recent update from May 13, 2016, can be found here. Once the session has concluded, a full summary will be prepared and posted to the MMGMA website for members to review. You can find the 2016 legislative priorities that were established at the beginning of the year, as well as previous “End of Session Reports,” on the Government Affairs page of the website.

Next PAC Conference Call Scheduled for June 6

Earlier this year, the Government Affairs and Executive committees approved a change that made it easier for MMGMA members to increase their participation with the Political Action Committee (PAC). Quarterly PAC conference calls are now available to all members. The first call took place in February and provided a general overview of PACs. The next call will recap some of that information, provide an MMGMA PAC update and discuss ideas for members to become more involved and for strengthening the PAC in coming months. 

The next call is scheduled for Monday, June 6, 2016, from noon to 1:00 pm. If you would like to participate, please RSVP to Josie Lonetti at jlonetti@MesserliKramer.com, and you will receive call-in information.

Note: The PAC conference calls are scheduled over the lunch hour or after office hours for people who may have potential legal conflicts with conducting PAC business on company time. Additional PAC conference calls will be scheduled in August and November. Future topics will include ways to be more involved, PAC disbursement decisions and other updates.

National Expert to Address Payment Reform June 1

Please save Wednesday, June 1, from 6 to 8 p.m., to participate in a virtual webcast with Harold Miller discussing “Physician-Led Payment Reform: Using MACRA to Improve Care, Lower Spending and Sustain Practices.” The presentation was originally planned to be in person, but is now a virtual webcast. Due to this change, the MMA will issue a partial registration fee refund of $70. If you are no longer interested in the event because it is not in-person, MMA will issue a full refund.

Health Care Disparities Report Now Available

The 2015 Health Care Disparities Report was created through a partnership between the Minnesota Department of Human Services and Minnesota Community Measurement to look at the difference in quality performance rates between patients on Minnesota Health Care Programs and those covered by other insurers.

New Medicare Physician Claims Data Now Available from CMS

The Centers for Medicare & Medicaid Services (CMS) has released the Medicare Provider Utilization and Payment Data: Physician and Other Supplier Public Use File (Physician and Other Supplier PUF) for calendar years 2012-2014.This data set includes information on services and procedures provided to Medicare beneficiaries by physicians and other health care providers, including utilization, payment, submitted charges, HCPCS code and place of service. The second will be held just prior to our Summer Conference on July 27 in Cloquet, Minn.
