MNCM Releases Total Cost of Care

MNCM released its Total Cost of Care (TCOC) report on September 17, 2015. It measures total cost of care for treating commercially insured patients, including professional, facility inpatient and outpatient, pharmacy, lab, radiology, behavioral health and ancillary costs. Per MNCM, “The TCOC per commercially insured patient per month was $449 in 2014, a 3.2 percent increase over the previous year.” TCOC information can be found for approximately 954 clinics across Minnesota at the MN HealthScores website.

BC/BS Announces New Operating System

MMGMA leadership met with BCBS MN officials earlier this month. BCBS has announced it will migrate to a new operating system during the next 24-36 months, beginning November 1, 2015. During this time of transition, BCBS will operate both operating systems and providers will be working with both old and new medical policies, claims edits, remits, prior authorization criteria, and member ID card formats. It is imperative that providers stay apprised of changes. BCBS will communicate these changes to providers via Bulletins and Quickpoints and updates will be available on the BCBS website by clicking on “Forms & Publications”. Please make sure the appropriate staff people in your clinics regularly review the BCBS site for updates and changes. We have enclosed a link to the August 25, 2015, announcement.

MMGMA has communicated concerns regarding the timing of this change since it occurs at the same time as the transition to ICD-10. We also have been in communication with the leadership of both MHA and MMA regarding this change and have agreed to discuss any significant issues that may arise for possible collaborative follow-up. MMGMA has regularly scheduled meetings with BCBS leadership, and we will keep our members updated on new developments.

Contest Window Opens for PQRS and VBPM Penalties

On Sept. 9, 2015, the Centers for Medicare & Medicaid Services (CMS) opened the 60-day period during which groups and eligible professionals (EPs) may contest a penalty for PQRS and/or the value-based payment modifier (VBPM). To determine what payment adjustments will be made in 2016, groups and EPs are encouraged to view their 2014 PQRS feedback reports and 2014 Quality and Resource Use Reports.

Although PQRS and the VBPM are closely tied, groups and EPs must file separate informal review requests for each program they intend to contest with CMS by Nov. 9, 2015. More information specific to each program is as follows:

MMGMA Hires Ewald Consulting for Administrative Support

“As MMGMA continues to grow and play a larger role in our health care environment, we have selected Ewald Consulting to assume responsibilities as our new administrative arm,” said Darla Morris-Preble, Chief Administrative Officer at Specialists in General Surgery and incoming MMGMA President. Ewald replaces Synergos. “Ewald brings an exciting combination of stability and vision,” added Morris-Preble, “and we look forward to setting the stage for continued MMGMA growth in the years ahead.”

The transition takes place October 1, 2015, with Laurie Krueger assuming the role of MMGMA’s account executive and senior advisor at Ewald. Member Services can be reached at 651-366-6089 as of October 1.

MMGMA Holds Strategic Planning Session

Doug Hanson, Darla Morris-Preble, Sandy Rutherford and Steve Gerberding invited MMGMA committee chairs and members to MMGMA’s strategic planning meeting on September 16 to establish goals and plans for the 2015-2016 year. These goals and plans will drive MMGMA’s initiatives and serve as the foundation for our efforts throughout the upcoming year. Thank you to everyone who participated!

Executive Committee

MMGMA’s Executive Committee hosted a Past President's Luncheon on Thursday, September 10, 2015. It was a great time to reflect upon lessons learned while also sharing the abundant successes over the years. The brainstorming dialogue regarding future MMGMA opportunities was astounding, as well. This luncheon reinforced just how much MMGMA has been so greatly instrumental in all our lives in forming lasting friendships with such amazing people. MMGMA members are people you can count on! Many thanks to our past leaders and members for all your continual support and efforts that make MMGMA the success it is today.

Government Affairs Committee

On July 10, the Coding Flexibility in Healthcare Act (H.R. 3018) was introduced in the House of Representatives. This legislation would establish a transition period of 180 days after Oct. 1 for physician group practices and other providers to submit healthcare claims to public or private payers using either ICD-9 or ICD-10 codes. National MGMA and MMGMA leaders continue to support this legislation, and we urge members to contact their Congressional representative.

Membership Committee

The membership committee is mailing letters to MGMA members who are not participants in MMGMA to invite them to join our MN chapter. Membership also will be hosting a new member breakfast meeting on November 3, 2015, from 7:30 – 8:30 am at the Edina Country Club.

Payer Relations Committee

To help physicians and other providers prepare for ICD-10, CMS has developed an ICD-10 Clinical Concepts Series for specialties. Each guide in the series compiles information that includes common ICD-10 codes, clinical documentation tips, clinical scenarios, and links to Road to 10. The clinical concepts guides for family practice, internal medicine, pediatrics, cardiology and family practice are on the CMS website at CMS Clinical Guidelines.
