CMS releases final MU Stage 2 modifications, Stage 3 rules

On Oct. 6, the Centers for Medicare & Medicaid Services (CMS) released a long-awaited final regulation that includes modifications to Stage 2 of the EHR Incentive (meaningful use) Program and outlines the requirements for Stage 3 of the program. The rule also specifies EHR certification standards and finalizes the government's "interoperability roadmap." For meaningful use in 2015 through 2017, major provisions include:

  • Shortened 2015 reporting period (from all year to any 90 consecutive days in 2015);
  • Ten objectives for eligible professionals including one public health reporting objective, down from 18 total objectives;
  • Reduced number of measures that are required to be reported;
  • Reduced measure threshold for View, Download or Transmit (from 5 percent to just one patient in 2015); and
  • Reduced measure threshold for Secure Messaging (from 5 percent to simply having the capability in 2015).

Post-ICD-10: CMS does not require physician orders for services

Since the Oct. 1 implementation of ICD-10, Centers for Medicare & Medicaid Services (CMS) no longer requires provider (physician and non-physician practitioner) orders for lab, radiology or any other services, as well as durable medical equipment, prosthetics, orthotics and supplies. However, these claims must include a valid ICD-10-CM diagnosis code.

For services ordered before Oct. 1, 2015, providers may use the General Equivalence Mappings (GEMs) posted on the 2016 ICD-10-CMS and GEMs web page to translate ICD–9-CM codes into ICD–10-CM diagnosis codes. For details, please visit cms.gov/Medicare/Coding.

Government Affairs Committee

New medical licensure commission will seat two from Minnesota
A new interstate commission created to streamline and expedite licensure of physicians practicing in multiple states is now seating members, to include two from Minnesota. The commission is expected to improve access to care and tele-health.

The Interstate Medical Licensure Compact Commission will seat members for the first time Oct. 27-28 in Chicago.

MMGMA supported adoption of the compact and will monitor Commission efforts to establish interstate license portability. Full implementation could take a couple years.

Minnesota is one of eleven states, mainly from the Upper Midwest and mountain state regions, that will seat founding members. More than 20,000 Minnesota physicians hold a license to practice in more than one state.

Check BCBS website for policy changes ahead of system migration
Blue Cross Blue Shield (BCBS) will begin to migrate its operating system on Nov 1, 2016. MMGMA encourages clinic administrators to check the BCBS website often for Provider Quick Points to learn of changes in medical policy, utilization policy, coding policy, and general changes resulting from the implementation of the new operating system.
