MMGMA Membership Survey

Payer Issues to Be Addressed at MMGMA Day with the Payers

The Payer Relations Committee (PRC) would like to know about any payer issues your clinics may be experiencing so that they can be addressed at Day with the Payers. Please contact Melissa Larson and Mike Brendalen with these concerns. We do need this information by Monday, April 6, so that PRC can contact the payers and they can be prepared to discuss them at the event.

CMS Extends Deadlines for 2014 Reporting and Attestation

CMS has extended the 2014 PQRS EHR/QCDR reporting and Meaningful Use 2014 attestation deadlines to March 20, 2015. Eligible professionals (EPs) now have until 11:59 pm ET on March 20, 2015, to attest for the Medicare EHR Incentive Program (Meaningful Use) 2014 reporting year. The Centers for Medicare & Medicaid Services (CMS) extended the deadline to allow EPs additional time to submit their Meaningful Use data. CMS continues to urge EPs to begin attesting for 2014 as soon as they can. CMS is also allowing EPs who have not already used their one “switch” to switch programs (from Medicare to Medicaid, or vice versa) for the 2014 payment year until 11:59 pm ET on March 20, 2015. After that time, EPs will no longer be able to switch programs. Access MGMA Meaningful Use Resources for more information.
In addition, CMS has extended the deadline for EPs participating in PQRS via EHR and via Qualified Clinical Data Registry (QCDR) using the QRDA III format to satisfy the clinical quality measure (CQM) component of Meaningful Use to March 20, 2015 by 8:00 pm ET. MMA Seeking Support for Prior Authorization Bill

Bi-partisan legislation aimed at improving medication Prior Authorization processes has been introduced by Senator Melisa Franzen (D-Edina) and Rep. Tony Albright (R-Prior Lake). The proposed legislation calls for improving transparency of medication coverage, limiting changes to such coverage during an enrollment year, ensuring ongoing coverage when patients transition to new insurance policies, and using prescribing data to support improved prescribing practices instead of to delay patient care.
The Minnesota Medical Association (MMA) has introduced a website dedicated specifically to this Prior Authorization bill. You can access the website to read physician and patient stories and see a list of other groups supporting the bill. You can also add your own story and comments.
ACTION: MMGMA members are also encouraged to send emails to their legislators. Refer to this alert for further information, and please share this information with physicians, as well.

Registration Opens for ICSI’s Annual Colloquium

Registration is now open for the Institute for Clinical Systems Improvement’s annual Colloquium on Health Care Transformation, May 4-6 at the Saint Paul RiverCentre in St. Paul, MN. Keynote speakers are Kevin Kling, Minnesota’s renowned storyteller; David Katz, MD, director and co-founder of the Yale Prevention Research Center; and a medical consultant for ABC News.
National and local experts will deliver more than 25 presentations supporting the Colloquium’s Triple Aim theme of “Better Health, Better Care, Better Costs: Are We There Yet?” There is also a special focus on building leadership skills for clinicians, with a half-day pre-Colloquium workshop on May 4 and discounted prices to attend the Colloquium for qualified “emerging leaders.” The deadline for early registration is April 3.

CMS Reports Successful ICD-10 FFS End-to-End Testing

The federal Centers for Medicare and Medicaid Services (CMS) reported on February 25 that ICD-10 end-to-end testing conducted from January 26 to February 3 was successful and the CMS systems are ready to accept ICD-10 claims. The testing included a sample of Medicare Fee-For-Service (FFS) health care providers, clearinghouses, and billing agencies representing a broad cross-section of provider, claim, and submitter types, who tested with all Medicare Administrative Contractors (MACs) and the Durable Medical Equipment (DME) MAC Common Electronic Data Interchange (CEDI) contractor.
Approximately 660 providers and billing companies submitted nearly 15,000 claims and 81% of the tested claims were accepted. The majority of claims rejected were for errors unrelated to ICD-9 or ICD-10. Testing demonstrated that CMS systems are ready to accept ICD-10 claims.
Two more end-to-end testing weeks will be held before the October 1 compliance date:
  • April 27 to May 1 (volunteers have already been selected)
  • July 20 to July 24 (volunteer forms will be available March 13 on the MAC and CEDI websites)
(Testers who participated in the January testing are automatically eligible to test again in April and July.)

Conference & Education Committee

The 2015 MMGMA Winter Conference took place on March 3 and 4 at The Depot in Minneapolis. More than 250 attendees enjoyed education sessions and networking opportunities. Jason Kotecki was the keynote opening speaker and he encouraged attendees to take lessons learned in childhood to create better scenes in their personal and professional lives. His humor and energy set a good tone for the remainder of the conference. Tim Signorelli moderated a panel of five local successful healthcare leaders. They discussed how mentoring impacted their career. The lobbyists from Messerli & Kramer and members of the Government Affairs Committee provided updates from the state legislature. Wednesday included panels on creating a mentoring program and successful utilization of mid-level providers. General sessions on cyber risk in healthcare and physical integration strategies rounded out the sessions.

Government Affairs Committee

The Day at the Capitol kicked off the 2015 Winter Conference, and the revised format (due to construction at the Capitol) was very well received. We were able to hear updates from leadership in both the House and Senate (Senators Michelle Benson and Karin Housley and Representatives Erin Murphy, Tony Albright, Joe Schomacker, and Tara Mack), as well as Scott Leitz, CEO of MNSure. There was very little downtime compared to the arranged one-on-one meetings with our Representatives. The GAC will keep that in mind when planning the event again next year.
The Legislative Update at the 2015 Winter Conference was also a success, with great attendance and presentations from the lobbyists from Messerli & Kramer and the chairs of key MMGMA committees. In addition, more than $1,000 was donated to the MMGMA Political Action Committee (PAC). Adding that to the PAC’s previous balance brings the amount to about 30% of its 2015 goal of $5,000. Membership Committee

We had a great MMGMA New Member Breakfast turnout at our recent winter conference, including nine students from Concordia College, which is a growth strategy for us.
To keep growing, we need your help! As of February 15, 2015, we have 371 MMGMA regular members compared with 460 in February 2012. We want Minnesota to remain a vibrant healthcare leader and also wish to continue to attract MMGMA Affiliate (vendor) members to help keep our conference fees low.
ACTION: Please inquire as to MMGMA member status when networking with your colleagues. If they are not members, please let them know why you joined and pass along any follow-up information to MMGMA Membership Committee Chair Barbara Klick.

Payer Relations Committee

The BCBS Consumer Value Network (CVN) product has seen increased MNsure enrollment. PRC would like to remind providers that BCBS’ CVN product has a 90-day timely filing requirement, which is a shorter timeframe than standard BCBS contracts.
The MMGMA Payer Survey will be emailed to members soon. PRC needs your feedback to help direct our payer meetings. PRC meets with the health plans in second quarter; the meeting dates will be posted on the MMGMA website.
