Statewide Quality Reporting Public Forum June 26

Minnesota Department of Health, MN Community Measurement and Stratis Health will hold a public forum in St. Paul on June 26 from 10 a.m. to 12 p.m. to present final quality measure recommendations in connection with the annual update of the Statewide Quality Reporting and Measurement System. Final recommendations for physician clinic and hospital quality measures, forum presentations, and meeting information will be available at Health Care Quality Measures – Recommendations prior to the forum. The public forum will include an opportunity for interested stakeholders to comment on the recommendations and to ask questions. (Source: MN Health Reform)

Advanced Practice Registered Nurse bill
In May, Governor Dayton signed the APRN legislation which expanded the scope for advanced practice registered nurses. There had been much discussion between MMA, MMGMA and other specialty societies during the legislative session. The law allows advanced practice nurses to practice without a collaborative management agreement or a written delegated prescribing agreement. The legislation created a requirement for newly graduated nurse practitioners to obtain 2,080 hours of on the job training in a clinical setting before they can practice independently. The new law also addresses the treatment of pain management and the role of certified registered nurse anesthetists (CRNAs). A compromise provision allows CRNAs to practice with a physician for treating acute and chronic pain patients. The CRNA must secure a collaboration plan and a written prescribing agreement with a physician at the same licensed facility.
Medical Marijuana
Minnesota passed legislation to prescribe cannabis in pill, liquid or oil form for nine qualifying conditions beginning July 1, 2015. Physicians, physician assistants and CRNAs must certify that the patient has one of the required medical conditions. Qualified conditions include cancer, glaucoma, HIV/AIDS, Tourette Syndrome, Crohn's Disease, ALS and seizures.
Once certified, the patient applies to the MN Department of Health to enroll in their patient registry.  The law also creates a task force to evaluate the impact of cannabis use in Minnesota.  The task force includes: four legislators; four patients enrolled in the registry program; four healthcare providers; one licensed pharmacist; four law enforcement members; four providers who treat substance use disorders; the state Commissioner of Health and Human Services and the Commissioner of Public Safety.
Other Legislation: With the close of the 2014 Minnesota Legislative Session, many other bills were passed.  E-cigarettes, an all payor claims database, Healthcare Homes and opiate abuse were just a few of this year’s issues.

Continue to Prepare for ICD-10 Implementation
The implementation date may have changed, but the recommendation is to continue to forge ahead. Wherever you are now, focus on:

  • Training: Learn and understand the new coding concepts, structure, and vocabulary.
  • Documentation: Start capturing clinical information in this new language of specificity, so codes can be properly applied.
  • Vendor Management: Make sure your vendors are updating their systems. Understand deliver date and build testing plans related to this implementation.
  • Backlogs: Eliminate ICD-9 based coding and billing backlogs before ICD-10 implementation.

Day with the Payers Draws Record Attendance
MMGMA’s 2014 Annual Day with the Payers on May 22 drew 225 participants. Presenters included Minnesota ICD-10 Collaborative, MNSure, America’s PPO, Blue Cross Blue Shield, DHS, HealthPartners, Humana, Medica, PerferredOne and UCare. In addition, Nancy Haas and James Clark with Messerli & Kramer presented a legislative update. Watch for a summary of questions and presenter responses, to include forthcoming feedback from MNSure on policy perimeters for collecting monies during the grace period when the patient has not paid the premium.
