In 1960, there were 23 MMGMA members and three new Minnesota clinics were founded. These clinics were Columbia Park Medical Group (founded as Columbia Park Clinic), Northwest Family Physicians, and Southwest Clinic Ltd.

The Government Affairs Committee hosted its annual Eggs and Issues breakfast on January 27 at the Best Western Plus Capitol Ridge (known until recently as the Kelly Inn). Thank you to Multicare Associates for sponsoring the breakfast and keeping the event cost-free for our members.
Nearly 30 MMGMA members attended and received legislative updates from Representative Matt Dean and Representative Tony Albright. Rep. Dean is chair of the Health and Human Services Finance Committee and a member of the Health and Human Services Reform Committee. MMGMA Affiliate Member Tony Albright serves on the Health and Human Services Reform Committee. Health and Human Services Committee Chair Rep. Tara Mack was called away on short notice and was unable to attend.
Nancy Haas and James Clark from Messerli and Kramer provided an overview of our 2015 legislative priorities and how the 2015 session is expected to proceed. Rep. Dean used the word “fairness” to describe a theme running through early session discussions. Examples included fairness between Metro and Greater MN, fairness between health care providers and insurers, and fairness between large health systems and smaller providers. Representative Tony Albright’s remarks included a general budget overview, protecting the phase-out of the Provider Tax, and bipartisan work on transportation investment.

MMGMA Morning at the Capitol on March 3

This is your opportunity to learn about and participate in MMGMA’s grassroots effort. Register at the MMGMA conference* and join your colleagues from around the state on Tuesday, March 3, for the Morning at the Capitol. We will hear from our lobbyists and a number of state legislators. Program highlights include:
  • Gather with your colleagues to learn how you can make a difference and how the Capitol works from our lobbyists from Messerli & Kramer.
  • Receive tips for communicating with legislators.
  • As a group, interact with key legislative policy makers and hear what is going on at the Capitol this year.
  • Receive and discuss talking points related to MMGMA legislative priorities that you can use when meeting with your legislative representatives.

Minnesota Department of Health Statewide Quality Reporting and Measurement

The Minnesota Department of Health (MDH) has updated the Minnesota Statewide Quality Reporting and Measurement System (SQRMS). Here is a summary of the 2015 changes to the state’s health care quality measures:
  • New measures added: Pediatric care, spinal surgery, and emergency department transfers were added.
  • Measures removed: Eleven hospital measures were removed to align Minnesota’s reporting with federal reporting requirements. MDH also discontinued registrations and reporting requirements for ambulatory surgical centers.
  • Measure changes:
    • Adjustments were made to five clinic measures to account for changes in evidence.
    • MDH accepted the recommendation for a two-component asthma measure renamed as “Optimal Asthma Control.”

Payer EFT vs. Virtual Credit Cards

Some insurance companies are requesting that providers sign up for virtual credit cards for payer payments. The fees to process a virtual credit card number typically vary between two and four percent, depending on the contract with the credit card processing vendor. Medical practices have the right to reject virtual credit card payments and request EFT payments from the health plan. The law stipulates that the practice must request that payments be sent via EFT. Health plans are not required to default to this form of payment.

ICD-10 Collaborative Update

The Minnesota ICD-10 Collaborative (of which MMGMA is a member) met on February 5, 2015. Providers are being urged to check with their clearinghouses to make sure they are testing or in line to test with the payers. The consensus remains that most provider groups will not be able to participate in end-to-end testing with the payers.

CMS announced its intent to engage in rulemaking to update the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs beginning in 2015. These intended changes would help to reduce the reporting burden on providers while supporting the long-term goals of the program. Proposals under consideration would:
  • Modify other aspects of the program to match long-term goals, reduce complexity, and lessen providers’ reporting burdens.
  • Realign hospital EHR reporting periods to the calendar year to give eligible hospitals more time to incorporate 2014 edition software into their workflows and to better align with other CMS quality programs.
  • Shorten the EHR reporting period in 2015 to 90 days to accommodate these changes.

Government Affairs Committee

The Government Affairs Committee is continuing to work with MMGMA lobbyists on its 2015 legislative priorities. Please attend the GAC legislative update at the upcoming MMGMA conference. Additionally, we will communicate with members via MMGMA email blasts as needed to support or prioritize this session and as the need for action arises.

Membership Committee

As a member of MMGMA, you are part of more than 500 medical group practice administrative leaders and business partners who come together to learn, share, and lead through MMGMA.
The Winter Conference New Member Breakfast is designed to help our newest members learn how to get the most out of their membership. It’s an opportunity for individuals to not only learn about MMGMA and member benefits, but also offer time to network with other members and learn more about possible ways you may offer your skills and time as a volunteer.
Come meet fellow members, committee chairs, and association executive leaders at the New Member Breakfast held on Wednesday, March 4, during the 2015 Winter Conference. Online conference registration has closed, but walk-in registrations are welcome.

Payer Relations Committee

The PRC has scheduled quarterly meetings with BCBS-MN provider relations representatives to discuss ongoing MMGMA member concerns. Please contact PRC chair Melissa Larson at mlarson@ihnhealth.com if you have issues you’d like brought forward.
PRC is hard at work developing our annual Day with the Payers scheduled for Thursday, May 21, 2015, at the Earle Brown Heritage Center.
