Join Us to Fight Reduced Medicare Payments
Centers for Medicare and Medicaid Services (CMS) has released the 2014 RVU weights and rates effective Jan. 1, 2014. If left unchanged by Congress before Jan. 1, the new rates represent a more than 25 percent* payment reduction for the care your practice provides to Medicare seniors and their dependents. News of the new numbers comes late this year because of the October government shutdown.
The Payer Relations Committee will follow up soon with information about how you can help fight the reduction in Medicare payments through MMGMA. Because Congress is working now on the budget to become effective Jan. 1, we ask that you help us to move quickly to support any effort to eliminate the Sustainable Growth Rate
(SGR), sequestration, or reduction in payments for Medicare services.
Because of the CMS delay in release of this information, our time is short to fight the proposed decreases. Thank you in advance for your support—more details to follow.
For more information about the MMGMA Payer Relations Committee, please contact Sandy Rutherford, firstname.lastname@example.org
* The 25.1% decrease represents only the drop in the Conversion Factor in the calculation of your Medicare payments. The total decrease for your clinic may be greater depending on the primary and/or specialty care services you provide.
MDH extends Limited Electronic Exchange Exemption
The Minnesota Administrative Uniformity Committee
(AUC) received the following notice from the Minnesota Department of Health. MDH has extended into 2014 the exception for group purchasers not subject to federal HIPAA regulation to comply with the electronic Eligibility Inquiry and Response (270/271):
Advance notice: Limited Exception to Minnesota's Requirements for the Standard, Electronic Exchange of the ASC X12N 0005010X279A1 Health Care Eligibility Benefit Inquiry and Response (270/271) Transaction is Continued for 2014.
The Minnesota Department of Health (MDH) will be formally announcing in the December 2, 2013 State Register that the above exception, for only the ASC X12N 0005010X279A1 Health Care Eligibility Benefit Inquiry and Response (270/271) transaction, and only for group purchasers (payers) not subject to federal HIPAA regulations, will be continued in 2014. This limited exception is granted pursuant to Minnesota Statutes, section 62J.536. The exception is reviewed annually to determine on a year-to-year basis if it will be continued. The next review is planned for October, 2014, to determine whether the exception will be continued for 2015.
Avoid PQRS penalty, earn the incentive
Even if you have not reported Quality Data Codes on claims this year, it’s not too late to avoid the penalty and earn the incentive.
To avoid the 2015 PQRS Payment Adjustment (penalty), simply submit an appropriate Quality Data Code (QDC) on one eligible claim in 2013: 1 -1 -1: One claim, one measure, one provider.
This step is key, because the penalty associated with the 2013 reporting year is three times as large as the incentive, even though the penalty will not take effect until 2015. The PQRS Incentive for 2013 is 0.5% of PFS Medicare Part B total allowed charges. The penalty is 1.5% off the 2015 PFS Medicare Part B total allowed charges.
It’s not too late—avoid the penalty by reporting one measure-qualifying claim.
